Survey on access to services for undocumented migrants under increasingly restrictive migration policies

Background

Public authorities at national and European level are pushing for more measures to detect undocumented migrants with a view to increase deportations.

Detection measures turn everyday life into a tool of immigration enforcement. In practice, they include police raids on workplaces and in public spaces, invasive and indiscriminate uses of surveillance technologies, racial profiling. This has negative consequences on access to services (e.g. health care, education, birth registrations, etc). For more background on detection measures, see here.

In some countries, they are looking to introduce or expand legal obligations requiring public service providers to report anyone suspected to be undocumented to migration authorities. Even where this is not a legal requirement, we know that it still happens in the practice.

Purpose of this survey

This survey aims to document what is happening in practice: whether undocumented people are being reported to migration authorities when accessing services, what effects the hostile environment is having on undocumented people and organisations supporting them, and how organisations are responding.

Who should complete this survey?

This survey is open to civil society organisations, trade unions, and academic researchers working on issues related to undocumented migrants and access to services.

How the results will be used

Survey results will feed into the Platform for International Cooperation on Undocumented Migrants' (PICUM) work, including a publication documenting practices around access to services for undocumented migrants in the hostile environment. PICUM is a network of organisations working to ensure social justice and human rights for undocumented migrants.

The survey is conducted in collaboration with the GIVE RIGHTS research project funded by the European Research Council and led by Jacob Lind at Malmö University (contact jacob.lind@mau.se).

All responses will be referenced anonymously - we will refer only to the country reported on, not to individual respondents.
